Window will not stay up, missing parts

Question

Picture 2 the thing that needs to slide up will not move. Window is tuck.
Picture 3 I,m missing the bar at the bottom of the window that fits into the part that is in Picture 2. How do I fix this window? Is the spring inside the window broken? do you know of someone around the Chattanooga TN area that can fix this for me?

I can't be sure with the pivot shoe shown in your first photo still installed but what I can see reminds me of the 15-228 shown below. You would need to remove the pivot shoe to confirm that the dimensions match up to yours.

Unfortunately, this pivot shoe is not compatible with one specific pivot bar, which appears to be what is missing in your second photo. I would recommend checking the other side of the sash to see if there is an intact pivot bar that you could remove and show us.

We also have no way of knowing if the balance system that connects to your pivot shoe is broken or not based on your photos but we'll relate a few additional videos on this page to help point you in the right direction. We also do not know of a particular professional in your area but you should be able to find plenty of options through a Google search or by checking the yellow pages.
