Does this screw in from the outside of the house or does the cover pop off so It could be screwed in place

See the first video below--while it details replacing a different kind of awning operator, the basic principles should be the same. Sometimes however you have to remove part of the sill to get at the screws. See the second video below, which details how to replace a casement operator. It shows how to do this.
