Window won't go all the way down

Decided to replace block and channel from Swisco because window wouldn't close all the way without a lot of force - this caused the screws in the lock lift up and become dislodged since it was the only thing preventing the window from coming up. Ordered the new part (2650) and the same problem is happening. What am I missing?

Fyi - the last picture is the resting position of the window with new side load channel balances. Is this normal?
