It definitely sounds like you need a new balance. We can help, but before I recommend anything I will need you to remove the balance in question and show me a clear picture of the top nylon fitting. Better show me another photo of the bottom nylon fitting too, after it's been removed. Some important details are obscured in the current pictures.
