We'd be happy to help but we would need you to write out the exact distance between the installation hole centers in your sash lock to narrow down your options.
Also, the upper sash not staying up without being locked indicates that the support balances on both sides of the window most likely need to be replaced. If you'd like to remove one to show us, we'd be happy to research your replacement options for that part as well. Thank you.

Thank you for your help! What do support balances look like? Are they probably on the sides? There's a slide on each side of the top sash, but I figured that was for tilting the window in for cleaning. I'm not sure though, thank you for your patience. I'll try to watch the videos after work. I think you're saying that the top sash shouldn't slide down if it's not locked because of the support balance. If that's the main issue I'm trying to fix, would you not even mess with replacing the locks (that's the only concern we have with the window, most of the windows on first floor lock)
Otherwise, I measured the drill holes for our locks - the outside edges for each drill hole were 2 and 1/8" apart. If you measure from center of each screw hole, it's much closer to 2".

I would recommend starting by comparing the dimensions of the 90-278 with 2-1/16" installation holes to your sash lock and keeper.
As for the balances, yes, they would normally be installed in the window jamb on the left and right sides of the window sashes. See the videos we've related for you that show the different types of balance systems you may have, as well as how you would access them. You are correct that the top sash should not slide down on its own regardless of if it is locked or not, which is what makes me think that the balances may need to be replaced.
