Windows will not stay open!

These are new windows in an old home that was recently purchased. The top portion of the window does not want to stay closed and will fall. I'm not sure is the sash is the correct size. They say 28 and 30 on the bottom pieces. Pictures are attached.

Hello,
We'd be happy to help but we would need to see an undamaged balance fully removed from the window, including both ends and the clip at the end of the pulley cord. We'll also need you to confirm the length of the metal channel of your top and bottom balances. Keep in mind that it is not unusual for the top and bottom balances to be a slightly different size based on the size of the sashes. You can always check an identical window in the house to be sure that they are the same length and have the same stamp codes. Thank you!
