Located on Head Jamb Parting Stop. I removed the parting stop and held together (to take a picture) the broken off flexible part of the weatherstrip.
This wood single pane double hung window has No weatherseal on the top sash except for this flexible weatherstripping to keep the elements from getting in from the head of the top sash.

I'm sorry to say we don't know the brand of your window. My suggestion would be to go to your local mill work and show them the head jamb parting beam. I can't make any guarantees but they might have a replacement for it.
