I am told this window was make by Silver Line and was is in psicataway , Nj .

Thanks for writing in, John. This looks like an old hinged balance. I think we can replace these for you, but we need a little more information to be able to help. First, can you show us pictures of the fittings on either end of both balances in the window, as well as the stamp codes for each balance in the window? I suspect one balance will have fittings that look like our 19-008 Top and 15-025 Bottom, along with the stamp code 2630. However, I believe the second balance will have only the 19-008 Top, as well as a stamp option of 2640 instead. This is just peculiar to how these balances are designed; but let's confirm this to be sure. 

For the tilt latch, see our 18-027. For your wool pile, we will need the size of the base as well as the height of the wool pile. Be as precise in your dimensions as you can, as wool pile dimensions often go into the X/32" range. From there, we'll see what we can match up. Many thanks.
