the lower glass is 28.25 wide by 23.75 high (could be 23 7/8 high)
which Anderson sash balance would I need.

You could possibly have our 24-837, but I cannot guarantee that it's a match. The only way to know for sure is to remove the balances from the window and see what stamps are printed on the box. If I knew those stamps, I could be more confident in my recommendation.
