I rented an apartment recently and really liked the latch style they had because it allowed for full opening, but when you closed the window again, it effectively locked it (or rather, limited the opening amount). Are you familiar with these?

Sure, this looks like a face mount vent latch. Our 26-387 is very similar, though I'm not sure if this can work. Look it over and see what you think. We also have an installation video you may find helpful.
