how to find out what is the balance weight required?  My stamp is 29DS 38

Thanks for posting. Good question, as that stamp is certainly a bit unusual. Most likely the weight is the '38' engraved after the 'DS'. A 38 pound window sash means you could choose a stamp option of 2965, which designates a channel balance that can support a window sash in the weight range of 35 through 39 pounds. You can always weigh the window sash to confirm it falls in that range. Let me know if you have other questions.

Is it ok to use higher wight balance or you have to use what is recommended?

No, you want to stay within the recommended range. A stronger stamp option will make the window very difficult to close and keep closed--the balances will force the sash to keep 'drifting' upward. Conversely, too light a stamp option will make the sash difficult to open and keep open. You want it to be within the correct range.
