bolts cant be retracted

Question

the two bolts remain in fixed locked position and i cant figure out how to bring them back into the handle set. i do NOT have a key for the lock. the inside small handle to turn the bolts just spins around without engaging the bolts

It sounds like you need a new mortise lock. Yours looks a lot like our 40-191, but look it over and let me know if you agree.
