cannot remove pivot shoes

My spring balances on tilt out double pane windows need replacing. We got the measurements and are ready to order. Do the pivot shoes always need replacing when the balances are replaced? My handyman cannot figure a way to get them out. No screws to unscrew. These windows are very heavy and hard to handle with the springs not working.
