casement arms

A quick learner from Oregon says:
From my customer :I wasn't sure what you meant by the longest and secondary arm. But the long part of the metal arm on the left was 5.25 in and the short part was 2.5 in. The metal arm on the right was 5 in.

This looks like an older version of the ROTO 39-091 and 39-092 Operators. Unfortunately, the bracket arm that attaches the short arm on the operator to the window sash is a separate component that ROTO stopped making some time ago. There are no known replacements for it. You would have to reuse your old one if possible. Apologies for any inconvenience.
