casement window arm operator

I'm trying to identify an arm operator (photos enc.). The window is approx. 2 ft high by 3 ft wide with the crank on the right side. The window swings out from the bottom. The photos show most of the markings or numbers. I think it might be part no. 39-031 but would like you to verify.
