28" channel balance stamped 27B

My channel balance is stamped 27B but when I measure the length it measures 28 inches per your instructions. The question is what do I order?

It depends which Series of balance. Which particular balance were you looking at?

That is a little strange, but not a huge issue. Measure the metal (and only the metal), and select the Series 770 balance that matches that length. If you do that, you can't go wrong; you'll get the right length.
Then, you can use the B option, if you trust the old balance (replacing the balance won't help if it's the wrong balance for the window to start with, though). If you don't trust the old balance (for example, if the window was repaired at some point), then you can weigh your window sash. An S770-28 with a 28B can hold sashes between 12 and 18 pounds. If your window is outside that range, then you will need to choose a different option.
When in doubt, ignore the markings on the balance and use the measurements to pick the right replacement.
