For a 20" length SWISCO Series 600 spiral tilt balance I would start with two turns on each balance and then re-install the sash and see if it lifts up and stays up.
If the sash drops, tilt it in and add another turn to each side, snap the sash back in, lift and see if it stays up. Do this until you have it just right.
If you do about 4 turns and it is still not working, remove the sash and place it on a scale to make sure you have selected the proper color tip option before proceeding with any more turns.

S600-20 with
Red Tip option will carry a window sash weight range of 6 through 19 pounds
Blue Tip option will carry a window sash weight range of 10 through 29 pounds

SWISCO Series 600 Balances gain tension when turned clockwise.
