coil balance replacement

Question

I have no idea what this part is. I need four of them. This is for two windows in a childs bedroom. The windows don't work and the child does not have egress through the window now (in case of emergency) because the windows are heavy and hard to open. I am home inspector and the family can not afford new windows so I want to get them these replacements so I can help them out with the safety issue. I appreciate any help I can get. Please review the dimensions of the 15-180 pivot shoe that is compatible with the Series 190 coil springs. Compare to the original to confirm a good fit!

The spring should have a number stamped on the metal that will indicate the weighted option needed to support the window sash. If there we are no markings, please provide the weight of the window sash to move forward.
