You most likely have to cut a notch in the frame to remove the pivot shoe. First check to see if there is a notch. Check behind the "sash stops" located on the top inside the track for the bottom sash. For the top sash, check the bottom of the track. If there isn't a cutout, you will have to make one. Just be careful you don't cut too much. Cut just enough so to get the shoe out of the track but no larger than the sash stop so you can cover up the cutout and not impede the operation of the window.
