I'm refurbishing my storm windows, and a lot of my screens have some damage to this seal. It seals against the glass pane. It looks like some of your storm door sweeps but is a lot smaller. So the attached photo is a side shot of the bottom of my door. It has a hard plastic weather strip. One strip on the left is the exterior strip and a separate strip is on the right.
