does the direction matter for left and right side?

when i replace both sides, should the spring attach to the different side (inside and outside) of the the bottom part to be balanced on the left and right?

Good question. This honestly shouldn't make a big difference in the coil balance performance. When in doubt we advise setting up the coil balance and pivot shoes the same way the original hardware was installed. Let us know if you have further questions.
