Based on your photos, I can see that you have a 19-005 top attachment, but we will need to see a photo of the bottom shoe to determine the exact balance that you will need.
Looking at your first picture here, I can see that the top sash guide is also damaged. I'm going to provide you with a video that helps with problem you are experiencing. To see the full selection of our top sash guides visit this page.
If you cant find your replacement here, show us a photo of an undamaged top sash guide. To be more specific, we will need a view of the front and side. Sort of like a mug shot.

I noticed the two balances are slightly different and one has stamped 2420 and one is stamped 23. The 23 is shorter than the 2420.

Thanks for getting back to us, Rich. Looks like you have pretty standard balances, I just can't tell what, exactly. For the "23 B" balance, the bottom nylon attachment broke off. Meanwhile, for the "2420" balance, the top nylon attachment broke off. If I had to guess, I'd say that our Series 390 would work as a replacement for both of them. This comes with the 19-002 top and 15-001 bottom, so as long as those match up you should be okay. You'll need undamaged balances to use as a reference.
This still doesn't solve the problem with the top sash guide, though. I recommend looking through the section I linked to in my first response to find a match.
Finally, for this window lock, can you confirm the distance between the two installation holes, center-to-center? I can't make it out based on your photo. It looks like it might be 2-1/4". If so, see our 90-005.
Is it ?normal ? that one balance is longer than the other? I have three windows that I need to order the parts for. The windows are all the same size and type. Re; the 2420and 23B
If we order the balances and they don?t fit can they be exchanged or return for refund?

We notice your top sash guides are broken. Were you able to locate them in our catalog? You will need them in order for the balances to operate properly. As for the balances, the (2420) would be 25" long, so you would go with our S390-25 with a 2420 option. For the (23B) it would be 24" so you would order S390-24 with a 2320 option. Now, if all the windows are the same height, the top sash may have the shorter balance, 24" and the bottom sash the 25". Please review and get back to us with an update.

I reached out to one of my co-workers and found out that the 23B stamp indicates that you need the 2320 spring strength, since B is the 2nd letter in the alphabet. Hardware shorthand can be tricky. I hope this answers at least one of your questions.
