This clip holds the hinge assembly to the frame. It's a crank window assembly.

I don't believe the tie bar guide you show is still available. What I have done in the past was to adapt an off set nylon clip like our 70-072, or any of the others we carry that may have a better off set. I'm sorry we can't offer a better match.
