how do I get the weather stripping out

A quick learner from New Jersey says:
I watched the video on replacing the weather stripping. But it's not the tilt latch that is in the way of getting the old weather stripping out. It's the actual frame of the window that doesn't have a place where I can get it out. I have attached a picture. Do I have to take the frame apart to remove/replace the weatherstripping?

You may be able to just remove the top cap of the sash that's covering the interior tilt latch. It runs along the whole top length of the sash. That may let you remove the wool pile. Otherwise, an easier solution than taking the frame apart would be to cut the old wool pile and pull it out in strips, then gently easing the new one in with a flat putty knife.
