The 4 latches shown work, but need to hold them open in order to close or open window. Is there a part missing that holds them in the open position? Or do I need to replace the latches...

I'm sorry to say that I don't know what part it is you might be referring to. Do you have photos of the old latch for me to look at? That would be the best place to start.
Thanks so much! This is a huge help. This part appears to be a match for our 38-036. These should definitely hold open on their own, though, so if yours are falling right down then I would recommend replacement.
If your window didn't use those shims originally then you don't necessarily need them for the replacements, either.
