missing lock on Pella window

A quick learner says:
We have a window in an apt that has two issues. The first and most important is that the window lock is missing. I have attached three pics showing that lock location - the first is the missing latch and the second/third are that latch in another identical window.

The second issue is that the crank mechanism to open/close the window does not draw the window tightly closed. It appears that something is stripped out once the window is almost closed and the crank turns without engaging the mechanism.
