need to replace 34" channel balance

We have 2 windows that can't be opened. Can you give me any guidance as to how to open them so we can get the channel balance out of the way, take the window out and replace the channel balance?

One window slides up all the way but can't take the window because we can't push it to the side because the plastic shoe at the bottom of the channel is in the way perhaps.

The second window is attached to the channel, so when we try to open the window the channel moves up and hits the window frame after only opening about the inch. On the other side of the window, it looks like the plastic that is normally attached at the top of the channel on the window is sticking out so can't wiggle the the window back and forth.
