Need balance for non-tilt, vertical window

are you able to identify my needs based on the photo? (non-tilt)

I am having trouble closing the window all the way shut in order to latch it. Would replacing the balance solve it? I'm having to do a pull-up to have it close all the way so i can latch it. it just wants to spring back up about 1/2"

how fast is shipping if i were to order it?
