part number 26-150 pivot cam

I'm using this new part along with new balance block and tackle parts 751 series from Swisco on windows from JB Sash a local company. When installing the new part on the window there is 1 hole for a countersunk screw and a second hole. Is the second hole for a finish nail? Thanks
