replace the window crank operator for an old steel window

A landlord from Phoenix AZ says:
Hi

I need to replace the window crank operator for an old steel window.

The problem that I am having with the parts found in the hardware store
is that at the end of the arm where the circle slides through the slide in the part of the window that opens-
on the opposite side of the arm - where the circle is attached to the arm-
is not flush with the arm on the new parts that I am finding.

I need a new or refurbished window crank operator part that is
flat on the underside of the arm.
(as shown in picture called "window crank 1"

The new parts are convex on the underside of the arm and are hitting the window frame and will not allow it to close.
