sash pivot

Question

Hi,

The sash pivots broke on one of the window. The photo is from one window still intact. The sticker is from the broken window. I think it may stand for Universal Windows Double Hung NE ??? There is the numbers 98/31 on the sash pivot. Any help would be much appreciated.
