What length balance would be needed for a double hung window that has a 25" vertical travel?

That's not the best way to determine length. Do you have your old balance handy? If so you can just measure that. If not, tell me the height of the visible glass and we can calculate what length you need based on that.

THE HEIGHT OF THE VISIBLE GLASS IS 27 1/2 ".

Great. In that case, go with 27", I think that would be best.
