serries 370 sash support channel balance 23" long

A quick learner from Richfield Minnesota says:
I recently moved into a 32 year old building and find that the windows are very hard to operate. It looks like the serries 370 with 15-002 shoe and 19-004 top match the print enclosed. If this looks the correct match please send pricing. There are over 100 condo units which have this difficulty.
The window weighs 18 pounds, and there is a marking on frame of "32C".
