Thanks for reaching out to us! This looks like a tilt window spiral balance. That means you'd want either the 3/8" diameter S900 or 5/8" diameter S600. You can also select the green tip option for your replacement balances.

Our S600-23 maxes out at 40 pounds for the black tip option. It's also odd to see a 5/8" diameter balance with a green tip. We're wondering if you could have something else. Do you see any stamps printed on the tube? 

Great, thank you! It turns out you don't have the Series 900, Series 600, or any of the stock spiral balances we sell. Your stamp tells us it is a special configuration which means this must be a custom order. The stamp we will use is E23J and a pair of balances will support a sash weighing 40 to 46.99 pounds. However, there is a 6-piece minimum and a 5-6 week lead time.

As for the charging tool, we offer the 75-006 for tilt window spiral balances but it is currently out of stock. If you'd rather not wait, you can also use needlenose pliers to charge and attach the spiral end.
