spiral balance

I need a spiral balance with a 16" shaft. However the tip is white and the spiral rod hangs out about 1 3/4" to 2". It is a small window, the bottom sash is about 30" x 18" and less than 10 pounds. Can I use the balance with the red tip? Right now when I push the window up, the spiral rod and the plastic foot on the left side do not go up with the window.
