need tool for model 96-100  "Barrier Enterprise " AKA  Preservation HS.com double hung windows. Do you know where this tool can be purchased.

I'm afraid I wasn't able to match that number up to anything, but we do carry spiral balance charging tools. See our 75-005 for non-tilt windows and 75-006 for tilt windows.
