spiral balance is stuck in window channel

A handy person says:
i have installed 10 balances and hit a snag. i was installing a 29 inch balance in a single hung non tilt window. it drop the balane in from the top of the movanle window, secured the balance top to the frame with the one screw, used the tool to tension and place the balance end in the bottom of window or so i thought. when i tried to close the window it would not bottom. seems like the bottom of the balance is somewhere up there in the window channel, i cant see it and i cant remove it or the balance. so the question is how to remove the window or fish out the bottom of the balance. in despecration i was going to drill a new hole for the top of the balance 1/6 inch lower than existing hole. that will allow the window to close and lock. thanks for your help

John, I would begin by removing the bottom bracket on the sash. Then, with the window raised up, place some type of rod or long screwdriver in the track. Then, close the window slowly, as that should push up the balance beyond the sash so you can grab onto it.
