spiral balances different lengths

Hi - On my windows, I believe that some of the spiral balances were replaced previously. The upper balance is 27" and the lower one is 29". The windows themselves are each 30". Is this normal/common?

Yes, normally balances in the upper sash are 2" shorter. It's best to take measurement of all balances that need replacement anyway, just in case.

Are the upper balance s installed the same as lower ones?

Yes, in most cases the installation is the same.
