Hi Don. Please take a look at our 39-417 tie bar guide. Even though the appearance of it may not look exactly like yours, it should still work the same for you. Let us know if this could work for you.

Seems like the 39-448 is a better fit if one wants to use the existing screw holes. Landlord's measurements seem pretty good to me as I have the same part. The 39-417 holes won't line up with the existing holes and I think one would have to drill new holes in the frame to attach the 39-417 tie bar guide. The 39-448 part is not quite the exact match as mine. There are two different dimensions, but one of them really doesn't matter. The other dimension in the following link from the Swisco website (click on photo that says "fits tie up to 1/2" x 1/8") the 1/2" depth dimension (where the screw secures this device to the window frame is about 1/16" larger than mine, which is about 7/16".
