I think these windows were the BLue Chip Belmont, installed in the 1980s. The stripping helps keep the rain outside.

Take a look at our 58-182 and 58-183 sill bubbles. They both slide into a groove at the bottom of the window sash. Just double check your dimensions to see if they match up.
