Yes, the S351-31 or the S390-31 should work to replace your balances. To confirm which series you have, you'll need to confirm the depth of the bottom shoe.

Our 3040 stamp should work in place of the 30D stamp on your balances. A pair of these will support a sash weighing 23 to 28lbs.
