I replaced the window operator item 39-253LB.
The windows drags on sil as it trys to close. 
See picture of scrape.
What can I do to get the window to close?

It sounds like your window may be out of square. Did this dragging occur with your old operator, as well? Can you also tell me how the window moves when there's no operator installed at all? If the problem replicates without an operator then the culprit likely lies with something else, like the hinges.

Did this dragging occur with your old operator, as well? Ans; replaced operator and.nothing changed. Window got hung up in same spot.

Can you also tell me how the window moves when there's no operator installed at all? Ans; windows moves fine without new operator. I put my hand on the rail attached to window and it closed easily. The rail on window is where the operator's long arm attaches to window. The operator is not strong enough to overcome the window hitting the sil.

 If the problem replicates without an operator then the culprit likely lies with something else, like the hinges. Ans; I tightened all the screws on hinge. How do I troubleshoot hinges?

There's not much you can do to troubleshoot hinges aside from checking them for signs of wear or damage. If this problem is replicating between both the old and new operator then it definitely sounds like the hinges are the culprit. I recommend examining them closely to see if you can spot any obvious trouble spots.

I placed a washer under each hinge screw and it works like new.
