window opening limiter for existing vinyl windows

Hello,

I am an architect working on a renovation for an existing apartment building. The jurisdiction is requiring us to add window opening limiters to the existing single-hung vinyl windows because the sills are lower than 36? above finish floor. Can your vent latch kit 26-387 be used for this purpose? Can the devices be unlocked in the event of an emergency so the occupant can escape through the window?
