This is a Truth Hardware cam handle with concealed pawl used to open and close in-swinging hopper windows.

See SWISCO product 38-093L for the opposite handed version.
A 90 degree rotation of handle locks or unlocks the sash.
Measures 1-1/2" on installation hole centers.
High-pressure die-cast zinc handle and base. Zinc-plated steel pawl.
Dark Bronze finish is electrostatically applied, durable coatings that provide excellent resistance to chipping, scratching and corrosion while maintaining color stability for years in direct sunlight.
