I have 29 inch 3/8, no tilt window, balance, rods I don't know which one I need

Based on your specifications, you'll need the 3/8" S400-29 to replace yours. It does not appear that they have a tip color, so you'll either need to search for it on the balance or you'll need to weigh the sash.

There is a chart below the product description of the balance, on the website, that lists the weight ranges each color option can support.
