This balance screws into the top of the window sash and screws into the bottom of the window frame Itself

After more research we realize it is a spiral balance. With a ball and socket type attachment clip for the bottom of the window

Hello! I agree, this looks like an old non-tilt window spiral balance. I believe you can use our 9/16" diameter Series 500 to replace it. We don't have a bottom bracket exactly like your original, either, but our 17-012 should work as a reasonable substitute.

Please look these parts over and let me know if you had any questions.

A quick learner from Dallas says:
Why do you think it is 9/16? I thought 3/8

Tom from SWISCO responded:

To be honest, I was just eyeballing it. It looks very large to me and older windows tend to use larger balances. However, if you measured the outer tube at 3/8" then definitely go with that. The camera could just be playing tricks on me. That would make it our Series 400 with a 17-031 bracket.
