Hey there!

Take a look at the 39-264. This looks like it'd be a match and can work on both left or right swing windows. Take a look at the specifications and see how they compare. For windows manufactured from 1995 to 1998, see the 39-362 which is sold separately.

The window side of the arm has a plastic peice that ataches to the bottom corner of the window

Looking at your last photos with the hinge arm mounted to the window sill, it reminds me of the type of hinges Pella uses on their casement windows. We have the 39-351 Pella hinge but I am not certain this will work for you if this is an Andersen window. Andersen normally uses a hinge similar to the 36-004-10 or if you need a wider hinge, the 36-004-14. Would it be possible for us to see a photo of the arm with the plastic piece?
