Balance Spring Attachment

Please see the attached pictures of the little plastic/teflon piece. At the top end, the piece has a hook and engages in the balance spring in the sash, and the lower end has a small hole/port where the spindle of the window is inserted to provide the balance for the raising/lowering of the window pane.

Any help in identifying the part will be greatly appreciated
