Hello again! If your sash weight is 21 pounds then using one 10.5 pound spring on each side should be perfectly fine. As for the 15-259, its exact measurements are 1-1/4" wide x 13/16" thick, which is a little larger than 3/4". However in my experience the 15-259 fits perfectly well in your window, as you can see from the video above. I have done it myself. You may want to triple check that just to be safe. At 13/16" thick, the 15-259 is actually considered one of the skinnier options for this larger gauge balance. The next smallest size down is 1/2", which is way, way too small.
