The pivot shoe is in tact. However when tightening the set screw the spring doesn't have enough tension to hold sash up

Hello there. If the spring isn't sprung, then it might be the adjusting screw in the pivot shoe. It might be worn, so you might want to replace the pivot shoe with our 15-104.
